THE SPECIAL ADMINISTRATION ECONOMIC ZONES DRAFT LAW AND THE INTERNET SECURITY LAW

Dear Vietnamese compatriots in Vietnam and abroad,

For more than three weeks Vietnamese people in Vietnam and everywhere have held mass demonstration protests against the Special Economic Zones draft law and the Internet Security Law recently adopted on June 12 by the Vietnam General Assembly.

The draft law of Special Economic Zones is the short title for the Law on Special Administration Economic Zones for Vân Đồn, Bắc Vân Phong and Phú Quốc. This law allows the leasing of land in these areas to foreign countries for a lease period of 99 years.

Due to the extremely strong protests of hundreds of thousands people from June 9, 2018, the Assembly has deferred the adoption of the bill to the Sixth Meeting of the General Assembly.

The purpose of the law of Internet Security is said to protect national security and to maintain cyber order and safety, but in fact this law is designed to prohibit freeedom of expression of the people. The law requires all internet service providers to submit to the state personal information of all internet users. This law was recently adopted by the Assembly on June 12, 2018 and will come into effect on January 1, 2019.

The Assembly of the Communist Party of Vietnam has played a dirty trick on the people of Vietnam by submitting two draft laws for discussion at the same time. While public attention was drawn to the protest against the Special Economic Zones Bill, the Assembly, in a crafty maneuver, has quietly adopted and passed the Internet Security Law.

Dear compatriots in Vietnam and abroad, the Movement for the Renaissance of Vietnam is an organisation created overseas with the slogan “Drive out the Chinese. Save the country”.

With the clear and present danger of threat to the country from the North, the Movement declares that:

• We oppose the adoption of the Special Economic Zones draft law by the National Assembly because it is certain that these zones will be leased to Communist China. This is part of China’s attempt to colonize Vietnam as they have done before. Those three zones are part of the ‘One Belt One Road’ scheme in China’s stratagem of world domination. With the connivance of Communist Vietnam, the danger of losing the country is imminent.
• We oppose the Internet Security Law because this law contravenes the right of freedom of expression prescribed in the United Nations Charter and this law also encroaches on the right of privacy of the citizens.

The adoption of the Internet Security Law serves the sole purpose of stopping the propagation of information and silencing the voice of the people to facilitate the ploy of the Communist Party of Vietnam to sell off the country to Communist China.

The Movement for the Renaissance of Vietnam pays tribute to the demonstration of the patriotic spirit of the citizens of Vietnam throughout the country and all over the world in the last few weeks. We exhort you to uphold this spirit, continue the massive public protests and keep up the pressure, forcing the National Assembly to withdraw these two laws. We vehemently condemn the selling out of the country to Communist China by the Vietnamese Communists.

Throughout the history of Vietnam, there has never been a political regime as vicious, brutal and inhuman as the current Vietnamese Communist regime.

In order to provide specific support to the protest demonstrations in Vietnam, the Movement for the Renaissance of Vietnam pledges to continue its assistance to protesters requiring hospital or medical care due to police brutality.

Hơn 3 tuần qua người dân trong và ngoài nước xuống đường biểu tình hàng loạt để phản đối dự luật Đặc Khu và luật An Ninh Mạng đã được Quốc hội CSVN thông qua ngày 12/6 vừa qua.

Luật Đặc Khu là chữ nói tắt của Luật Đơn Vị Hành Chính Kinh Tế Đặc Biệt tại Vân Đồn, Bắc Vân Phong và Phú Quốc. Luật này cho phép cho quốc gia khác được mướn các đặc khu trong thời hạn tối đa là 99 năm.

Do sự phản đối kịch liệt của hàng trăm ngàn người dân từ ngày 9/6 nên Quốc Hội đã hoãn việc thông qua dự luật này đến kỳ họp thứ 6.

Luật An Ninh Mạng được cho là để bảo vệ an ninh quốc gia, bảo đảm trật tự an toàn xã hội trên không gian mạng, nhưng thực ra là để bịt miệng người dân. Bắt các dịch vụ sử dụng mạng toàn cầu phải cung cấp tin tức cá nhân cho nhà nước. Luật này đã được Quốc Hội thông qua ngày 12/6 vừa qua và sẽ được chính thức áp dụng vào ngày 1/1/2019.

 

Quốc Hội của đảng CSVN đã thâm độc lừa gạt dân chúng bằng cách đưa ra hai dự luật cùng một lượt. Trong khi mọi người xuống đường để biểu tình chống luật Đặc Khu thì Quốc Hội đã âm thầm thông qua Luật An Ninh Mạng một cách êm thắm.

Kính thưa đồng bào trong và ngoài nước, Phong Trào Việt Hưng là một tổ chức được thành lập tại hải ngoại với phương châm «Đuổi Tàu, Cứu Nước» Trước tình trạng đất nước nguy nan bởi hiểm họa Bắc phương, Phong Trào Việt Hưng trân trọng tuyên bố :

– Phản đối việc Quốc Hội thông qua Luật Đặc Khu, vì chắc chắn Tàu Cộng sẽ là quốc gia thuê 3 Đặc Khu. Việc này nằm trong âm mưu chiếm trọn Việt Nam như họ đã từng làm trước đây. 3 Đặc khu đó nằm trên «Một vành đai, một con đường» mà Tàu Cộng vẫn hằng ấp ủ để thống lĩnh thế giới. Nay, với sự tiếp tay của đảng CSVN. Hiểm họa mất nước sẽ gần kề.
– Phản đối luật An Ninh Mạng, việc này hoàn toàn đi ngược với quyền tự do biểu đạt của Hiến Chương Liên Hiệp Quốc. Luật an ninh mạng cũng xâm phạm quyền riêng tư của công dân.

Thông qua Luật An Ninh Mạng, đảng CSVN chỉ với mục tiêu bưng bít thông tin, bịt miệng người dân, dễ bề cho đảng CSVN bán nước vào tay Tàu Cộng.

Phong Trào Việt Hưng hoan hô tinh thần yêu nước của người dân từ Bắc chí Nam và khắp thế giới trong suốt mấy tuần qua. Và mong rằng đồng bào hãy giữ vững tinh thần, tiếp tục xuống đường hàng loạt cho đến khi nào Quốc Hội rút lại 2 luật này.

Trong lịch sử Việt Nam, chưa từng có một chế độ nào tàn bạo, độc ác và vô nhân đạo như chế độ cộng sản ngày nay. Chúng ta cực lực lên án bọn CSVN bán nước cho Tàu Cộng. Để có thể yểm trợ các cuộc biểu tình trong nước một cách cụ thể. Phong Trào Việt Hưng đã, đang và sẽ tiếp tục yểm trợ các đồng bào bị công an đánh đập mang thương tích hay phải vào nhà thương.
